Local SEO vs Google Ads for Local Businesses: Which First?

Cost per lead, speed, durability and control compared, with a decision framework for new businesses, established ones and seasonal trades.

By the Maps SEO teamPublished 6 November 2026

Every local business eventually asks the same question: should the marketing budget go to Google Ads, which produce calls tomorrow, or to local SEO, which produces calls in three months and then keeps producing them? The honest answer is that they are different tools for different moments, and most businesses that can afford both should run both for a while. Here is how they compare and how to decide.

When Ads first makes sense

  • New business, no reviews, no history. Organic will take six months; ads bridge it.
  • Urgent-intent categories where the top ad position genuinely wins the call: emergency trades, urgent care, breakdown.
  • Seasonal peaks you need to capture now.
  • Testing demand for a new service before building pages and profiles around it.
  • Local Services Ads in eligible categories — pay-per-lead with dispute rights is a better deal than pay-per-click for most trades.

When local SEO first makes sense

  • Established business with reviews and history that is simply not set up right — the fastest, cheapest gains in local marketing.
  • High cost-per-click categories (solicitors, dentists, financial advisers) where an organic pack position is worth thousands a month in avoided ad spend.
  • Businesses that want an asset rather than a tap.
  • Limited budget. £300 a month in ads for a solicitor buys perhaps ten clicks; £300 in local SEO buys work that compounds.

Why they work better together

A searcher who sees your ad, then your profile in the pack with 80 reviews, then your organic listing, is far more likely to call than one who sees any single one. Ads also feed local SEO indirectly: more customers, more reviews, more brand searches. And the profile work you do for local SEO — reviews, photos, categories — directly improves Local Services Ads ranking, which uses the same signals.

A decision framework

  1. Are you in the pack for your main search from the centre of your area? No → local SEO is the priority; it is the cheapest lead source you are not using. Yes → go to 2.
  2. Do you have capacity for more work right now? Yes → ads for the specific services with capacity, on top of maintaining organic. No → fix capacity before spending.
  3. Is your category eligible for Local Services Ads? Yes → LSAs before search ads; the lead pricing is better.
  4. What is a lead worth? If a job is worth £150, a £40 cost per lead through ads is marginal and organic is essential. If a case is worth £5,000, run both without hesitation.

Measurement, so the argument ends

Separate tracking numbers or call tracking for the ad campaign and the profile. UTM parameters on both links. After three months, cost per lead from each, side by side, with lead quality noted. Most businesses we have seen do this find organic leads cost a fraction of paid ones by month six — and keep the ads for the services where speed matters.

We do not run ads, so we have no reason to talk you out of them. If you want an honest view of whether your market is one where organic can carry the load, the free check shows you the pack you would be entering. WhatsApp.
